Its intention is to attenuate the transaction expenses paid by Faucet operators, by getting it all connected within a single site.  Meaning transferring BTC from a person wallet/person to another costs practically nothing (right up until you want to withdraw from FaucetPay which would require a transaction payment.  Here is how PTC will work:
